• Fifteen years of experience in an executive cadre in General Administration, Personnel, Industrial Relations, etc., in an industrial, commercial, or government undertaking.

• Postgraduate degree/diploma in Personnel Management/Industrial Relations/Social Work/Labour Welfare or related subjects, or a degree in Law from a recognized university/institution.

Other Instructions

• The post of Secretary (HOD) is in the pay scale of Rs.100000-260000 (Revised) with a pre-revised scale of Rs.43200-66000; eligible candidates may apply through the OAP portal of the Ministry of Ports, Shipping and Waterways.
• Applications must be submitted online between 13-02-2026 and 14-03-2026. Printouts of the submitted online form must be forwarded to the respective Port by 30-03-2026.
• The candidate’s ACRs/APARs for the last five years, required certificates, and other documents must be submitted through proper channel and as specified in the official notification.
• Ensure all documents are forwarded by the appropriate administrative Port; incomplete or late applications will not be considered.
• Vigilance and Administrative clearance, and other mandatory declarations, must be furnished as per the annexures in the notification.
